New port devel/p5-DateTime-Event-Cron

DateTime::Event::Cron generated DateTime events or DateTime::Set objects based
on crontab-style entries.

I shortened COMMENT a bit and marked it IGNORE for perl < 5.6 
because of it's dependency on p5-DateTime-Set
