	Subversion expects its system-wide configuration data in
	/etc/subversion, which is not FreeBSD standard practise.

Fix: Add the following two patches to files/ as
	patch-libsvn_subr::config_impl.h and
	patch-libsvn_subr::config_file.c

How-To-Repeat: 
	grep "etc\/subversion" subversion/libsvn_subr/*

Hello, freebsd-gnats-submit! How are you?

 Patch is not good too, because it have hardcoded '/usr/local/etc',
 not ${PREFIX}/etc.

 But I see the problem and I'll fix it tomorrow
