Update the www/dansguardian-devel port to the latest release of the DG beta.
	- includes RCng startup script
	- adds support for system CFLAGS and CXXFLAGS
	- separates the phraselist into a user-selectable option to make upgrades easier
	- add comments to the Makefile
	- reduce the number of patches required

This is only my second attempt at an RCng script, so it may not be perfect (based on Apache script).

Fix: Attached patch tested on FreeBSD 4.9 and 5-CURRENT.  Port compiles, installs, and runs without issues in my
(limited) testing (only 1 client).
