New port added, thanks! 

I have made some changes: 
- Install some documentation 
- Add CONFIGURE_TARGET to silence a warning 
- Use PLIST_FILES/PORTDOCS to avoid adding an explicit pkg-plist 

BTW, manual pages (tcptrack.1) should only be listed in Makefile, 
and never in pkg-plist - see Porter's Handbook.
