www/rt3 should *NOT* remove rt3/etc/RT_SiteConfig.pm on deinstall.

PS. I think the file should not be removed only if it was changed.

    I think there should be something in the Porter's Handbook to encourage
    maintainers to install sample configuration files in ${EXAMPLESDIR} 
rather
    than in ${PREFIX}/etc. Such problems couldn't happen this way.
