I can replicate the problem your describing now, but I'm unsure what the problem is. It almost seems that if OPTIONS is being parsed it ignores the NO_BUILD setting. If you do a 'make clean' after the above failed attempt, then rerun make it succeeds. I'll look into this more.. but right now I'm unsure where to look for a solution. Phil.
