OpenSCEP is an open source implementation of the SCEP protocol used by Cisco
routers for certificate enrollment to build VPNs. It implements most of the 
draft specification.

Committed, thanks! 

Major modifications performed: 
- Disabled the included libltdl, which was not needed 
- Added USE_GMAKE=yes 
- User modifications of configuration files are now preserved across updates 
- Manual pkg-message substitution replaced by use of SUB_FILES 
- Patches renamed (use _ as separator, not ::)
