Upstream developers highly recommend to install japanese/kasumi with
scim-anthy.

scim-anthy/NEWS:
* Show dictionary menu on the panel by default.
  It uses kasumi (http://kasumi.sourceforge.jp/).
  It's very important package for scim-anthy.
  Distributors, please install also kasumi when install scim-anthy.

Thank for your report. 
I know this.  But, I noticed that version 0.8.0 will support 
word registration by inline.  So, I have not add dependency 
to kasumi, intentionally.  
You can still install kasumi if you want to use it.

Dictionary editing will not be supported directly by the next major
version of this software.

But, please close this PR if you don't care.
