"&I" only works in Python 2.3 and up. 
Using it in Python 2.2 renders fcntl.ioctl() useless.
The patch can only be applied in Python 2.3 through 2.4.1.

Fix: 

Please delete patch-Modules::fcntlmodule.c from the lang/python22 port.
