I have grep'd the entire ports tree and scoured my hard drives but I 
can't find the file 'java_server_install.pl' that make test is telling 
me to run.  Can you enlighten me?

'java_server_instal.pl' is part of Java-4.7.tar.gz distfile. Check your MD5/SHA256 checkums.
