news/inn currently removes database data files during an upgrade or deinstall.
The patch below fixes inn to only remove files that haven't been touched since a
fresh install.

Remarks: 

- @dirrmtry could be used also for news/spool and its subdirs; 

- I don't run neither inn-stable nor inn-current, but I guess that they 
are also affected by such a problem.
