emulators/bsvc's MASTER_SITES URL should point to

http://www4.ncsu.edu/~bwmott/www/bsvc/distributions/

instead of

ftp://ftp.redlinelabs.com/pub/bsvc/

The latter doesn't seem to be related to BSVC any longer.
