USE_LINUX_PREFIX should be used instead of PREFIX?= ${LINUXBASE} and NO_MTREE,
because:
	- Porter's Handbook tells to use that
	- it is only one macro instead of two, so simplier
	- no fix required if something related changes in the infrastructure
	  (DESTDIR will probably be such change)

Forgot to say:
for linux_base-gentoo-stage[123] there is a PR with huge patches, I'll 
send patches with this change after that PR is closed. The other 
linux_base ports are ignored or marked as BROKEN, that's why I did not 
send patches for them
