Many ports' pkg/COMMENT files are not descriptive, or break some rules.

Fix: 

Below is a list of COMMENT files and what they should be (at least as far
as I know):

astro/luna/pkg/COMMENT: Display the moon's phase
audio/lame/pkg/COMMENT: ISO code based fast MP3 encoder kitr
comms/hylafax/pkg/COMMENT: Fax software
recycler/pkg/COMMENT: Trashcan software that replaces the offix' trash
ctags/pkg/COMMENT:A feature-filled tagfile generator for vi and emacs clones
gwp/pkg/COMMENT: GNOME word processer
gemdropx/pkg/COMMENT: An interesting one-player puzzle game for X
tetrinet-x/pkg/COMMENT: An addictive 6 player tetr*s game
giftrans/pkg/COMMENT: A tool for GIF89a transparent option and interlace mode
xchat/pkg/COMMENT:An X11 IRC client, using the GTK+ toolkit
