Update port math/numpy from 16.1 to 16.1.1, which is a bugfix
releases that simply adds one file to the distribution.
The distfiles for 16.1 have been removed from the master sites and are not
yet on the FreeBSD mirrors.  Hence, the 16.1 port is currently broken.
Note: As indicated in a posting to -ports, the numpy port does now
not build on 3-STABLE.

Committed, thanks. The build problem on 3.x should be fixed 
with the latest lapack port.
