Changes to handbook introduction in several languages regarding supported archs

The handbook introduction (referencing releases 9.3 .. 11) makes mention of the (Tier 1, 2) supported architectures in the introduction chapter. 
The one missing Tier 2 architecture is ARM, this can be added.
The dropped Alpha architecture is still mentioned, this can be removed.

The attached patch contains these changes. across all languages as far as could be edited.

Apologies for the delay, patch committed to the English version of handbook.
The translation teams will pick up the change next when they sync up their localised version.
