patch to update the port

- Update 1.28 -> 1.30
Changes: http://cpansearch.perl.org/src/DAMI/SQL-Abstract-More-1.30/Changes
- "portlint -AC" just warns about non-empty $FreeBSD$ tag.
- Tested with poudriere 3.1.99.20171005 at 11.1-release-amd64 with perl 5.24.3
- Buil-in perl tests in a clean jail say: "PASS".

- Could take maintainership, as I am concerned about keeping this port up to date, while it looks like being neglected. Maintainership change is not present in this patch.

Thanks for your bug report Sergei.
I updated the port accordingly, and also updated minimum requirements for SQL::Abstract.

Regarding maintainership of this port, let's give another chance to the current maintainer and if he coulnd't be more responsive then we will consider switching.
