pgpool-II-37 port

I tried to port pgpool-II-3.7.2 on FreeBSD 11.1.
Attached there is the new port.
I make some test and It’s seems to work fine.

Hello Franco,

thanks for the port. I committed it which just a few modifications. I took the rc.d script from 3.6, because it offers to change the stop-method. Also i removed the DOCSDIR-files. Most of them are not the final documentation, but source to build it. 

I also tested it against 10.4 and for amd64 and i386.

Thanks for your work. It is now committed :)

Did you note, that i already did the upgrade to 3.7.3 before committing? So its already this version :)
