grrr. typo at line MAKE_ARGS+= BASE="$${PREFIX}" in Makefile.
read ${PREFIX} and not $${PREFIX} !

Committed, thanks.  coast.cs.purdue.edu == ftp.cerias.purdue.edu, 
and I think your MAKE_ARGS was slightly smoking crack.  It put 
my op binary in /bin!  :-P
