svn diff misc/py-powerline-status: Update to 2.8.1

For release notes please see URL.

Changes Makefile:

	- removed MASTER_SITES
	- added LICENSE
	- added USE_GITHUB

Added pkg-message:

	- URL to documentation, and where to find shell prompts configuration:
	  https://powerline.readthedocs.io/en/latest/index.html

          # The installation doesn't come with any documentation or a 
          # information where to find it. Only a home page link is provided in
	  # pkg-desc, WWW: https://github.com/powerline/powerline, where
	  # from there a link leads to the "readthedocs" documentation URL.

	- Requirements to meet to display powerline accurately in X terminals:
          A font from x11-fonts/powerline-fonts and UTF-8 locale.


- Passes portlint -A
- Port builds fine on 12.1-, 12.2-RELEASE  (can't build poudriere testport, no
  setup available at the moment)
- Package works fine on amd64 12.1 and 12.2
