I created already a commit for it:

Build is tested:
https://pkg.fechner.net/data/130amd64-gitlab/2021-09-03_10h21m21s/logs/vips-8.11.3.log

I tested it locally installing node module sharp which requires this version of libvips.

If it is ok for you, I would commit it?
