net/sipsak: update to 0.9.8.1

Old upstream is dead, long live the new upstream!
While we are at it, define LICENSE and add options for
CARES and GNUTLS.

Tested with Poudriere on armv7 arm64 FreeBSD 13.1.
As maintainer seems to be AWOL (cf. bug #261770), I request maintainership over this port if there are no objections.
This patch obsoletes the one provided in bug #261770.  However, it might still make sense to commit #261770 directly to 2022Q4 as a stop gap measure.

Please increase importance as at least "some people are affected"

Getting this committed, an attached poudriere build log is speeding things up.
