Update to 0.5.0 and switch to new home

Follow devel/py-pyasn1-modules to the communities updated fork, and update to 0.5.0:

No idea what I was on about following devel/py-pyasn1-modules, tho, a patch will be required for that too. What I meant to say, that apparently the original author of pyasn1, Ilya Etingof (etingof@) has passed away[1]. The repo has been unmaintained since 2020, and the community around the project has forked[2] and is updating the codebase.

Maintainer approved - please go ahead. We've been discussing what to do with Ilya's other work on pysnmp; this is good news and I am glad his work will go on.

Thanks. I had a look at pysnmp after you mentioned it, looks like bug #262906 already has done most of the work.
