Explicitly set sysconfdir

Explicitly set sysconfdir, so documentation files display the proper path.
    
Note that configuration files still display ${sysconfdir}.

For example:

    % man ipsec.conf (FILES section)

Before:

    ${prefix}/etc/ipsec.conf
    ${prefix}/etc/ipsec.d/aacerts
    ${prefix}/etc/ipsec.d/acerts
    ${prefix}/etc/ipsec.d/cacerts
    ${prefix}/etc/ipsec.d/certs
    ${prefix}/etc/ipsec.d/crls

After:

    /usr/local/etc/ipsec.conf
    /usr/local/etc/ipsec.d/aacerts
    /usr/local/etc/ipsec.d/acerts
    /usr/local/etc/ipsec.d/cacerts
    /usr/local/etc/ipsec.d/certs
    /usr/local/etc/ipsec.d/crls
