Rework and add to the bsd.autotools.mk infrastucture, cleaning up
affected ports.

Fix: 

Patch is currently at:
	http://people.FreeBSD.org/~ade/patches/autotools-latest.patch

At time of sending PR, it's based on a snap of the ports tree as of
around 1700 PDT Apr-27 - obviously, due to the flux of the tree, there
may be conflicts to address - I will endeavor to keep the patch as
up to date as time allows.

Almost certainly going to need at least two 4-exp runs to verify before
committing.
