A new ML/Email was created for the Tcl language change my ports to reflect that change.

Perhaps Martin should comment before moving tcl-modules?  He may wish to
keep it.

I agree to this PR, making a abstracted maintainer is a good idea, as
long as there is someone behind the e-mail :)
I focus on maintaining stuff I really intensively use (so I can catch
some of its bugs, too) and tcl/tk is currently not really on my list.
A good example here is horde@freebsd.org - let's say atm. I am the only
active person there
