	OpenSRS scripts fail the encrypting socket on 2.18   2.19 works fine

Fix: 

cpan Crypt::CBC
 
Downloads 2.19 and 2.19 has the code fix it seems.
How-To-Repeat: 	Run OpenSRS and attempt to register a domain
