Simple update of gettext 0.14.5 to 0.14.6, patches don't need to be changed
Maybe INSTALL_SHLIB should be replaced with USE_LDCONFIG

I am sending a update proposal to 0.16.1 in another PR.

Tested with tinderbox (no errors or warnings).

devel/gettext will be being upgraded to 0.16.1 rather than anything 
prior to that.
