Update of gettext from 0.14.5 to 0.16.1

Patch or shar file (separate port) can be used.

If moving to 0.16.x is not desired, I submitted a update PR to 0.14.6, too

Maybe having 0.16.x as a separate port?

Tested with tinderbox (no errors or warnings).

I have a ready-to-go patch that will upgrade devel/gettext to 0.16.1, 
rather than creating a new port.  Watch this space (well, ports@) for 
details of early-adoption before it goes in the tree.

Just for completeness sake, the current proposed patch bring devel/ 
gettext to 0.16.1 and addressing the NOPORTDOCS issue can be found at:

So far, no-one has reported any fallout from this, so please feel  
free to test it out.
