- Fix problem with NLS option
- Replace the NLS patch file with REINPLACE_CMD
- Move pkg-message to files directory
- Bump PORTREVISION

btw, what do you think about to move the current ftp/proftpd port to ftp/proftpd-devel, and downgrade the ftp/proftpd port to 1.3.0a?

How-To-Repeat: Try to install ftp/proftpd, marking the NLS option.
