This is not the first time the latest version of the pear archive is not to be found in ftp://ftp.FreeBSD.org/pub/FreeBSD/ports/local-distfiles/ale/

Fix: 

Put pear-1.6.0.tar.bz2 into ftp://ftp.FreeBSD.org/pub/FreeBSD/ports/local-distfiles/ale/
How-To-Repeat: portupgrade pear
