 svnmailer fails with a ports tree post python25 default.

Fix: Apply the attached patch -- includes new file and need to create files
directory.

portlint -ACN
port looks clean

maintainer svk@ is CC'ed

patch obtained from:

  cvsup to a ports tree post python25 default.
  cd /usr/ports/mail/svnmailer
  make install clean
