The Argentine Congress approved a law to change the current timezone
to observe DST. I couldn't find any FreeBSD-specific information about
this change so I decided to submit this as a PR.

The timezone change will take place on the 30th of December 2007 at
00:00, moving the clock forward to 01:00 and it will return to normal
on the 16th of March 2007 at 00:00.

That means from December 30th to March 16th we will be at GMT-2 and then
back to GMT-3.

The specific law for the time change is 26.350.

Unfortunately the change was very abrupt with very little notice given
and since it's already in effect there's probably a high number of
affected systems in the wild right now.

I have been following this on comp.time.tz and waiting for an 
official patch by ODA and/or an update of the tzdata files. 

In the mean time, I suggest you use the port misc/zoneinfo and make 
sure you have version 2007j_1 which will have the patches.
