Shouldn't you also remove MASTER_SITE_SUBDIR? Otherwise I don't see a
point of using CPAN macro.

Yes, I should.  I didn't realize that got set when I filed this.

I would close this PR, as discused perl@, and with edwin@, I'm working 
on an one-pass patch for all ports to do this.

@edwin is supposed to test it on pointyhat.

I have the startings of this here, but am not done yet:
