	New mailing list freebsd-wip-status created; this PR updates docs
	accordingly (well, mostly).

Fix: Below will likely need some vetting, redaction, and other
	editorial exercises.  :-}

Committed, thanks! I needed to apply small changes in the indentation and 
change <a href=""></a> to <ulink url=""></ulink>. The former is the HTML 
version, but our articles and books are written in DocBook, which needs 
<ulink>.
