edit-pr 12803 on freefall.freebsd.org gives the error, 12803 not in index.
edit-pr kern/12803 does work, but fails to commit the changes to the database
so next time you open it, you get the old one again.

Not really a GNATS bug, just needed to re-generate the index.  Fixed now.
