Ports updated by csup with options:
*default release=cvs 
*default tag=.
*default date=2009.01.08.00.00.00

Fix: 

Possible solution: To delete patch-config.m4 from databases/php5-sqlite/files.
How-To-Repeat: 1. install databases/sqlite3
2. install databases/php5-sqlite with default options for lang/php5.

You have a broken php installation. Try removing all php ports 
and cleaning LOCALBASE/include/php.
