I saw that there is no usergroup in Belgium. I would like to organize this. I have realized a small website and I would like to try to help the BSD project in my country.

The website from the original PR (http://bsdgroup.alshome.be) is dead.  So
the project is probably dead, too (as we did not get any updates from the
sender of this PR since then).

But I will keep this PR open for another 2 weeks.  If there is no change in
the situation until then, I will close this PR.
