Installed 3.2 from cdrom.  Configured xl0.  Rebooted.  Used /stand/sysinstall
to configure xl1, gateway, routed.  Viewed /etc/rc.conf and saw 
routerflags="-s", ps'd/grepped and found routed -q.

viewed rc.network and saw that it wanted router_flags.  made the change
in rc.conf and now it works.

Fix: 

either change rc.network "router_flags" to "routerflags" or fix
sysinstall.  I recommend fixing sysinstall.
How-To-Repeat: use /stand/sysinstall to configure routed.  add -s, routeflags will be
set in rc.conf.
