devel/libglade2/Makefile already check for a WITHOUT_PYTHON variable. Let's add a menu option allowing the user to configure it interactively. Keep the option on by default, for compatibility with previous versions.

Fix: Apply the attached patch.

Patch attached with submission follows:
How-To-Repeat: Build and install the devel/libglade2 package.
