Because of unrelated props-changed (mergeinfo) history of many/most files is nearly useless or at least inconvenient to use.

Fix: 

Skip such revisions on history page and maybe provide option to reveal them.

I don't see rev 196230 on that page, neither any mergeinfo related logs. 
Probably this has been already taken care of?

Reassign.  Not a documentation problem.  But rather a problem with one of the CGI scripts running in the background.

This is caused by deficiency in svn itself / viewvc.  I doubt there is 
any easy way to fix unfortunatly.  It might be that a future upgrade 
of viewvc makes this possible.
