The "http://www.freebsd.org/ru/security/" page contains a much outdated
Security information in Russian.

The attached patch brings the Russian Security page up to date.

Some links are (still) going to English www version
(e.g. www/security/charter.html)
I plan to submit more PRs to make those links follow to Russian www.

Link integrity, style, etc are locally compile/look-tested.
