Improve bug reporting mechanism:
1) create  bug followup web page (same as send-pr) 
2) strip out HTML message part from e-mail.

While I think the ideas are not bad perse, I do not see them happen 
instantly. Mark this ticket as suspended untill someone comes up with 
a patch to make this happen. Note that a bug-followup item can be 
easily created by replying with the "Re: $original_subject" message 
and will be added to the GNATS database when send to bug-followup@. 

HTML stripping needs additional attention, and is something else 
which is not happening soon.
