The "http://www.freebsd.org/ru/releng/" page contains a much outdated
Release Engineering information in Russian.

The attached patch brings the Russian Release Engineering page up to date.

Some links are (still) going to English www version
(e.g. releng/dst_info.html)

Link integrity, style, etc are locally compile/look-tested.
