I did think of that, and I'm not sure if it is an official place.
Unfortunately, all of the links I was able to find seemed rather unofficial.
Would it be best to either:
1.) Reference the document, but do not provide a link
2.) Remove the reference entirely

Actually, it appears to be one of the author's sites. There is also a
typo on that page. s/Simon/Simson.
I have an update patch attached.
