Customers recently started complaining they could not download their email. We eliminated client software issues. Cannot ftp the mail file in /etc/mail either. Only happens with some of the user accounts.

Fix: 

A reboot seems to help which leads me to suspect memory leakage issues in the OS.

Not enough information, poor description of the problem, and very likely 
a local configuration error (mail isn't stored in /etc/mail in the default 
installation).
