Please compare your fix with the data files on
ftp://elsie.nci.nih.gov/ (in the latest tzdata*.tar.gz).

Should the diff be done according to the 
"data files on ftp://elsie.nci.nih.gov/ (in the latest 
tzdata*.tar.gz).-GAWollman"? If "yes", then there I see more changes in files in share/ that do not exist in the site.

I made a patch according to the law described in 
http://www.lrs.lt/cgi-bin/preps2?Condition1=87720&Condition2=Grinvièo
