Failing to fill in the field labelled 'One line summary of the problem' yields an error.
But the error says I must supply a synopsis.
This is confusing, since I initially thought the synopsis was the problem description (3 large input fields at the lower half of the form).

Fix: 

Change label of field to:
Synopsis (one line summary of the problem)
How-To-Repeat: Keep 'One line summary of the problem' field blank when submitting PR
