Convert Makefile and Makefile.ext to use OptionsNG

Fix: apply attached patch

Not fully tested, needs careful review!

I have lang/php53 converted to options-ng in my cvs branch, but i did
not want to commit it two days before leaving on a 2 week vacation. If
someone wants to review/test/commit this and ports/169484 be my guest, I
cannot do so before 05.07.2012.
