  PostgreSQL wants to use tcl80 instead of a more recent version when 
	built with the USE_TCL option. Here's a very simple patch to bring it 
	up to tcl82. I'm not sure that this is a real fix as people probably want
	different versions of tcl for their own projects.

The fix is incomplete. 
I also wanted to perform that change. 
It simply doesn't compile and/or run with tcl/tk 8.2 
Please test your fix prior sending it in.
